Messieurs,

Après plus d’un siècle de crimes systématiques comme le génocide, l’esclavage, les violences sexuelles, les crimes de guerre et les discriminations, être Hazara passe aujourd’hui encore pour un crime dans des pays comme l’Afghanistan et le Pakistan. Tout récemment encore, ce jeudi 10 janvier 2013, plus de cent Hazaras ont été tués dans une attaque terroriste dans la ville de Quetta, au Pakistan. Ces dernières années, plus de mille personnes appartenant à l’ethnie Hazara ont été tuées dans des attaques de ce type organisées dans le seul Pakistan.

Aujourd’hui, sur leur propre terre, en Afghanistan, les personnes appartenant à cette ethnie ne sont pas en sécurité. Elles sont exposées chaque année aux attaques des Kouchis afghans qui jouissent du soutien des Talibans et du gouvernement afghan. Leurs routes sont bloquées par des Talibans armés, leurs voitures sont arrêtées et les passagers tués. Au centre de l’Afghanistan, où une grande partie de la population Hazara est marginalisée, ces personnes n’ont même plus accès aux droits de base. Elles sont exposées aujourd’hui encore aux attaques des Talibans. Le résultat est qu’un million environ de Hazaras ont fui dans de nombreux pays en tant que réfugiés ou demandeurs d’asile, en vivant le plus souvent dans de terribles conditions.

La population indigène Hazara représentait environ 67% de la population de l’Afghanistan avant le XIXe siècle. Au cours de ce siècle, ils ont fait l’objet d’un génocide et ont également été réduits à l’esclavage ; ils ont été obligés d’abandonner de force leurs terres, situées dans le sud de l’Afghanistan moderne. Plus de 60% de cette population a été tuée et des milliers d’entre eux ont été vendus comme esclaves.
Toute l’histoire du XXe siècle en Afghanistan a été marquée par les meurtres et les discriminations exercés à l’encontre de ce peuple. Le 10 et le 11 février 1993, dans un quartier de Kaboul appelé Afshar, le gouvernement des Mujaheddins et ses alliés ont massacré des milliers de femmes, d’hommes et d’enfants appartenant à l’ethnie hazara. En août 2008, en outre, les Talibans ont tué plus de 10 000 Hazaras dans la ville de Mazar-i-Sharif. De tels massacres ont également été rapidement perpétrés dans d’autres parties du pays. Afin d’éliminer cette ethnie, on recourut, outre les crimes mentionnés ci-dessus, à d’autres stratégies, comme détruire les symboles et le patrimoine artistique et culturel des Hazaras, ou créer et leur attribuer une histoire fausse et avilissante.

Par exemple en mars 2001, comme on le sait, les Talibans détruisirent les antiques statues de Bouddha à Bamiyan, symboles de l’histoire et de la culture hazaras, et l’un des chefs-d’oeuvre les importants du patrimoine de l’humanité. Telle est l’histoire de ces deux derniers siècles de crimes perpétrés contre le peuple Hazara.

C’est pour ces raisons que nous, poètes du monde entier, déclarons notre solidarité vis-à-vis du peuple hazara et demandons aux leaders du monde entier de prendre en considération les points suivants, afin d’assurer la sécurité et la sauvegarde du peuple et de la culture hazaras :

1. Déclarer un état d’urgence quant à la situation des Hazaras, autorisé par la Convention pour la prévention et la répression du crime de génocide.

2. Exercer des pressions diplomatiques sur les gouvernements de l’Afghanistan et du Pakistan, pour faire cesser immédiatement les actes de discrimination contre les Hazaras, et cesser de soutenir les groupes terroristes commettant des actes de violence contre eux.

3. Demander aux états membre de la Convention de protéger les demandeurs d’asile hazaras et de leur concéder le droit d’asile.

4. Instituer une Commission internationale de vérité pour enquêter sur les crimes commis contre le peuple hazara.

5. Ouvrir une enquête auprès des Cours et des Tribunaux internationaux comme par exemple la Cour Pénale Internationale.

6. Demander aux troupes internationales présentes en Afghanistan d’assurer la sécurité des personnes d’ethnie hazara.

7. Demander aux médias internationaux d’enquêter et d’établir un rapport sur les crimes et les violences commis contre le peuple hazara au Pakistan et en Afghanistan.
